More energy is used when accelerating from a stop, than from slowing down or making small adjustments to speed when approaching a light. The system would give feedback to drivers as to the ideal speed when approaching a light from a distance, based on the relative displacement of the bus to the predicted light change to green. Rather than driving 25mph for 100 yards to a red light, or a difficult yellow, bus drivers would be given a suggested speed to travel by to land the green light. Small adjustments in speed will not disrupt traffic flow, but rather sync it with ideal timing mechanisms.
